Having a vision to help people is only the beginning. Program Design & Development teaches aspiring and developing housing operators how to take an idea and begin turning it into a structured program. Through foundational Legacy Lessons originally taught by Vanessa J. McCray, participants will work through mission development, program goals, target audiences, messaging, outreach, evaluation, timelines, implementation and funding readiness. Updated 2026 commentary and practical exercises connect these foundational teachings to the current Camouflage Housing University approach to Program Design & Development. Program Goal: Move participants from “I want to open a transitional housing program” toward being able to explain what the program does, who it serves, how it works and what it is designed to accomplish.
